Lynn Caldwell Hawkins
Lynn Caldwell Hawkins was most recently appointed to the AEDC Division of Rural Services Commission by Speaker of the House Matthew Shepherd in 2022. She served the Commission previously under Senate Pro Tempore Senator Paul Bookout in 2011, was reappointed in 2013 by Governor Mike Beebe, and was reappointed in 2016 to a full five-year term by Governor Asa Hutchinson. She is currently the Chief Officer of Membership & University Partnerships for Arkansas Rural Health Partnership (ARHP), contracted through UAMS Office of Strategy, Management, and Administration. The ARHP is a non-profit horizontal hospital and economic development organization composed of fifteen South Arkansas rural hospitals, two Federally Qualified Health Centers, and two Medical Schools aimed supporting and improving existing healthcare infrastructure, while strengthening healthcare delivery across rural south Arkansas. Mrs. Hawkins has more than 20 years of experience working with non-profit organizations focusing on community and network development, program implementation, grants management, and advocacy efforts to build and strengthen existing programs and/or develop programs to improve the quality of life in rural Arkansas.
She completed the Harvard Kennedy School of Executive Leadership Training: Delta Leadership Institute in 2017 and is a graduate of the Delta Leadership Institute Executive Academy of 2010. She completed her B.A. in Psychology at the University of Arkansas at Little Rock and Associate of General Studies at East Arkansas Community College. Mrs. Hawkins is a lifelong resident of the Arkansas Delta and currently resides in Phillips County. Lynn and her husband, Jim, have six children and four grandchildren.
